About Texarkana Housing Authority

The Housing Authority of Texarkana Texas (HATT) is a local public housing agency that provides safe, decent, and quality affordable housing and supportive services to eligible persons with limited incomes, through a variety of federal, state, local and private resources.

Created in 1940, the Housing Authority provides over 1,000 units of affordable rental housing for Texarkana and surrounding communities.


Mission Statement

The Housing Authority of Texarkana Texas (HATT) is dedicated to providing our community with quality, affordable housing that is decent, well maintained and free from drugs and violent crime. We endeavor to provide livable communities that are made up of a diverse range of incomes so that the children of our communities have role models that are visible and striving to make economic gains for their families. We are committed to providing our residents with as many opportunities as possible to become economically self-sufficient. We shall do all these things while serving our residents and neighboring citizens with the highest degree of professional courtesy, empathy, and respect.

In July 2010, the HATT Board of Commissioners and Directors developed a new mission statement that exemplifies the focus of our agency:
